Following recent investments in service provision made by the Building Safety Group, the Board of Directors (who are all BSG members) have decided to increase annual subscriptions to £90 per person. The increase, effective from 1st May 2018, follows expenditure on the recruitment of additional Safety Advisers to support regional demand as well as investment in BSG’s IT platform and software development.

General Data Protection Regulation (GDPR)

As some of our members may be aware, the new General Data Protection Regulation (GDPR) becomes enforceable from 25th May 2018, at which point businesses need to ensure they are fully compliant. The new regulation has been designed to simplify and unify data protection laws across all countries in the EU (including the UK, even after Brexit). Its aim is to strengthen and standardise data protection laws for individuals.

Consequently, the Building Safety Group (BSG) has taken the necessary steps to ensure compliancy with GDPR. This means that all information that we hold concerning you as an individual will be held and processed by the Building Safety Group (BSG) strictly in accordance with the provisions of the General Data Protection Regulation 2018.

Such data will be used by BSG to provide you and your organisation with BSG services and to provide you with information about our planned activities and for related purposes. We will not, without your consent, supply your information to any third party except where (1) such a transfer is a necessary part of the services that we undertake, or (2) we are required to do so by the operation of the law.

Building Safety Group reports 8% increase in Welfare breaches on construction sites

The Building Safety Group (BSG), has reported an 8% rise in ‘Welfare’ breaches on construction sites. BSG’s figure is based on approximately 10,000 independent inspections conducted for the construction industry over a six month period, comparing Q4 2017 with Q1 in 2018.

Welfare provision is fundamental to safeguarding the health and well-being of construction workers. According to a report conducted by Unite in 2017, one in five construction sites provide no drinking water. It was also discovered that 22% of sites did not provide hot water, while 14% did not provide cold water. A major concern is that despite construction involving dirty, hot and physical work, less than half of those surveyed said enough soap was provided and 40% said that toilets and showers were not cleaned daily; with some saying they were never cleaned.

Contractors (including Principal Contractors) and Clients have a legal duty under The Construction (Design and Management) Regulations (CDM Regulations) to ensure the appropriate and adequate welfare facilities are provided at all workplaces. The provision of toilets, drinking water, a supply of cold and hot (or warm) water for washing, changing facilities (with a lock if not male and female) and somewhere warm to eat and rest is a basic as well as a legal requirement.

It is important that sites comply with the law in order to avoid a fine. A recent case saw a construction firm fined for not providing adequate welfare facilities for workers on site. Toft Construction Limited pleaded guilty to breaching Regulation 15(11) of the CDM Regulations 2015 and was fined for not providing a toilet or washing facilities.

Chris Chapman, Head of CDM Services and Technical Support Manager for BSG commented: “Having access to a toilet and washing facilities to remove any contamination after carrying out works such as groundworks and bricklaying on site is not a luxury; it is a basic human right. Workers need to feel that they are valued and their health and welfare is taken into consideration by their employer. The law states that welfare facilities need to be arranged on site before any work can begin. These facilities need to be considered during the planning stages and then maintained to a high standard throughout the entire lifespan of the project. Contractors working on a site where there is a Principal Contractor have a duty to ensure that the welfare facilities provided by the Principal Contractor meet with the requirements of Schedule 2 of the CDM Regulations 2015.”

Chris added: “These basic requirements are often neglected. A cold tap and nowhere to eat lunch are not adequate facilities. Facilities that meet the requirements and are well maintained can positively benefit the long-term health and well-being of workers.”

Third of UK construction workers fail to check asbestos registers

One construction worker in three has never checked a site construction register before starting work according to new research commissioned by IOSH.

An Opinium survey of 500 workers found that 32% of respondents have never checked the asbestos register before starting work on a new site. Almost half of these workers (15% of the total sample) do not know about asbestos registers.

The survey was conducted ahead of today’s launch of the fourth phase of IOSH’s No Time to Lose occupational cancer campaign.

Nearly one in four workers (23%) told Opinium that they believed they may have been exposed to asbestos fibres.

Although 59% of respondents said they had been informed of the risks posed by asbestos and had had this reinforced regularly through training, 15% said that they had never been informed. Almost one in five (18%) admitted they would either be unsure or have no idea what to do if they found asbestos.

Dr Lesley Rushton, chair of the UK’s Industrial Injuries Advisory Council, said: “What these new survey results confirm is that, while people have heard of asbestos and know what the effects of being exposed to it are, they are not sure how to check if it’s present and they may not know what to do if they find asbestos.”

Rushton said the results showed that “uncertainty and ignorance” was particularly prevalent among small companies, sole traders and older workers.

“It is crucial that we reach them, to inform them of the risks and how these can be managed, to ensure their future health is not compromised,” she added.

Asbestos is banned in 62 countries. Although the UK restricted the hazardous material in 1999, many buildings constructed before this date contain it. Asbestos can be found in many products including spray coatings, lagging, insulation board, rope, yarn and cloth and is present across many industry sectors.

The Health and Safety Executive estimates that at least 5,000 people die every year in the UK from an asbestos-related cancer caused by workplace exposure, including the deadliest form of cancer, mesothelioma. Worldwide, asbestos claims over 107,000 lives a year.

At this morning’s launch, IOSH highlighted a suite of free practical resources to help businesses reduce asbestos exposure, including a leaflet for employees that covers the risks and protection measures and case studies sharing good practice tips and experiences (IOSH Magazine April 2018, p 16).

“We are calling on everyone, including employers, to do the right thing; to protect the people who work for them,” said Craig Foyle, IOSH president.

BSG Environmental Heading Amendments

BSG expanded the environmental section of its site inspection report in January 2018, following the specialist training recently provided for BSG’s advisers about ‘Environmental Management in Construction’.

Consequently new environmental headings have been added that will provide BSG’s Site Inspection report with more detailed and in-depth reporting across this area. This means our members will be better placed to comply with UK regulations imposed by the Environment Agency.

BSG Risk Assessment Software

We’re delighted that so many of our members are benefiting from BSG’s new risk assessment software, launched in January. Over 440 people are now using the software and we expect this number to grow significantly.

About BSG’s Risk Assessment Software

BSG’s risk assessment templates are ‘ready-made’ with their own set of control measures unique to the task or hazard being assessed. Users simply have to allocate a risk rating for each task appraised, using our 5 x 5 risk evaluation matrix. The matrix will automatically calculate scores accordingly based on risk severity and likelihood. A residual risk rating can then be applied once the control measures have been considered.

After an assessment has been completed, it can be saved as a PDF before being emailed to the site location where the construction work is taking place. All BSG members can use the software for free as part of their membership package.

We are delighted to announce four additions to the BSG team as our business expands.

BSG Staff Annual Convention 2017

BSG’s Annual staff convention took place at the Gables Hotel last month. All our employees attended, helping us to remain up to date with the latest legislation and recommendations for the best practice in Health and Safety.

Our Safety Advisers were ‘put to the test’ covering a range of courses which included;
